Guess That State: Non-Dentist Arrested for Performing Illegal Dentistry — Again

A Florida man has been arrested for performing illegal dental procedures for the third time. I have no idea how someone so apparently addicted to dentistry could continue to risk time in prison for doing it instead of just taking out some loans to go to dental school, but we could sit here trying to rationalize Florida Man stories all day and get nowhere.
What I cannot figure out for the life of me is who in the world is going to this guy's house for their dental work?
WJXT — The Sheriff’s Office said it also found almost 100 pages of what appeared to be appointment logs, with names and amounts of money either charged or paid. Records show Vicenty pleaded no contest and served a year and a half in prison. The 2009 arrest report mentions another arrest on a charge of practicing without a license in 1998.
Obviously this guy needs to be in jail. Running an illegal dentistry practice out of your basement cannot go unpunished. However, I would like to take it a step further: anyone on those sheets who is recorded as having been to this man's house and exchanging money for his dental services should spend three months behind bars as well.
That is the definition of pre-crime. Nobody going to an underground dental practice is leaving there and doing good things in society. This may seem like a harsh punishment, but I believe it adequately reflects the danger posed to the rest of us by those willing to have their mouths operated upon by a serial dental impersonator and serves as an effective deterrent for such behavior going forward.
All that said, I'm willing to respect the dedication to any bit for more than two decades. Jose Vicenty decided one day that he was a dentist and never looked back, and while I certainly do not condone his behavior, I can almost respect it. We can take solace in the fact he was arrested — all three times — doing what he loved.
